Erasmus Mundus project IAMONET-RU offered grants for 3 different types of Target Groups

Target Group 1 (TG 1)

Russian nationals or Nationals of an eligible European Country, who are registered as students or work as academic staff in one of the universities that is member of the partnership

Target Group 2 (TG 2)

Russian nationals, who:

  • are registered/work in a higher education institution that is not included in the partnership (students and staff);
  • have obtained a university degree or equivalent by a Russian institution (students only).

This included the possibility of providing mobility opportunities to Russian nationals working in public administration, public and private enterprises and non-profit organisations.

Nationals of European countries, who:

  • are either registered/work in a higher education institution (not included in the partnership) of any European country (students and staff);
  • have obtained a university degree or equivalent by a higher education institution of any European country (students only).

Target Group 3 (TG 3)

Russian nationals, who are in particularly vulnerable situations, for social and political reasons. For example:

  • having a refugee status or asylum beneficiaries (international or according to the national legislation of one of the European recipient countries);
  • it can be proved that they have been the object of unjustified expulsion from university on racial, ethnic, religious, political, gender or sexual inclination;
  • they belong to an indigenous population targeted by a specific national policy or IDPs (Internally Displaced Persons).

After analysing the situation in the Russian Federation the consortium came to the decision to address also so called Target Group 3 students. Students, who are in vulnerable situations for social and political reasons, were given the chance to benefit from a scholarship.

To attract also TG3 students NGOs were contacted, supporting people in vulnerable situations, to ask them to distribute the information about announced calls and the project among their clients. Within the campaign women and disadvantaged/disabled persons were especially encouraged to apply for a grant.

Several measures were implemented to meet the cross-cutting requirements of equal opportunities. Their basic responsibility was to assess the selection process and the selection criteria and to give recommendations in order to ensure equal opportunities. Also, during the process of selection they were invited to participate in order to call attention to selection procedures that could endanger equal opportunities.

The final decision about the selection of candidates was made by the selection committee. This decision was based on evaluation gird results but also considered requirements of equal opportunities, gender balance and the inclusion of disadvantaged people. Among equal candidates priority was given to disadvantaged persons and women unless gender balance was reached. In order to assess the equality among different candidates, it proofed to be very efficient to organise oral interviews with all candidates.
